Since openness is essential, the government has chosen to hold a draw in May to guarantee equity in the allocation procedure. If the number of applications exceeds the total number of bikes for which the budget is allocated, the government will conduct a draw, and only twenty thousand students will receive the Bikes out of the total applicable candidates.

There are set quotas in place to guarantee equal opportunity. The bikes will be distributed equally between male and female students in urban areas. There is a slight variation in rural areas, though, with 30% of the quota designated for female students and 70% for male students.
